e-Government Services Program

The West Virginia State Treasurer’s e-Government Services Program provides an electronic payment system for goods and services offered by a variety of state agencies and local governments. Payments are remitted with the use of credit cards or electronic fund transfers (EFTs). The e-Government program saves the state time and money and makes it easier for individuals to do business with the state.

The program has grown every year since it began in 2001. E-Government uses online, secure portals maintained by the Treasurer’s Office. These portals are connected to other agencies’ websites to make it easier for people to remit certain payments to various state agencies or local governments.


Eligible Entities

State Agencies

State agencies that accept any type of payment transactions are eligible to take advantage of e-Government services. Examples of state agencies that use e-Government services include the Division of Natural Resources and the State Tax Department.

Many colleges and universities accept tuition payments via the e-Government program. In fact, West Virginia University continues to collect the most dollars over the Internet with more than $116.6 million in e-Government transactions.

Local Governments

In addition to state agencies, the Treasurer’s Office offers payment processing services to political subdivisions that have accounts with the Board of Treasury Investments.

Counties, cities, boards of education, public service districts and emergency service organizations are all eligible for payment processing through the Treasurer’s Office.

Boards and Commissions

Professionals across the Mountain State may renew their licenses online thanks to e-Government. More than a dozen boards and commissions use our services to make their renewal process easy and efficient.

e-Government FAQ

What services can you offer?

The Treasurer’s Office can process lockbox payments and online credit card clearing. We can also debit users' checking accounts when they enter their bank information online or set up a repetitive debit. We have contracts that allow state agencies to set up point-of-sale terminals and process tax payments online using a convenience fee, and we also offer investment options.

Why are you offering these services?

We know that many government offices are working with a minimum number of people to process a great deal of paper. The faster the funds get deposited, the more interest can be earned on the deposit, the less likely a check will be insufficient, and the faster the funds will be available to be spent. This benefits everyone.

Is your system secure?

We use secure sites, encryption, firewalls and passwords. We do not keep any credit card or personal identification information in our system. Also, the Treasurer’s Office is PCI (Payment Card Industry) compliant.

How do I see my information?

For our online activity, we give your agency access to software that allows you to look at any activity you are authorized to see. You can generate reports, do refunds, void a transaction and do research. You can see the activity as it happens.

How does this help my office? 

The e-Government program frees up employees' time to allow them to concentrate on customer service and problem solving. Some agencies no longer need to hire temporary workers to open mail. Funds are deposited and posted to your account the day they are received.

What is the cost?

The Treasurer’s Office works to keep transaction fees low and affordable. Entities may choose to absorb the merchant fees or charge the customer a convenience fee. Typically, agencies pay merchant costs of 2.25% of the processed amount for credit card payments and $0.05 per item for ACH debits. The Treasurer’s Office prepays the fees then invoices for reimbursement. You may contact the Treasurer’s Office for an up-to-date fee schedule.
