This presentation provides an overview of the current and projected short-term fiscal landscape in West Virginia. In addition to discussing revenues by source, this presentation compares West Virginia and national economies and examines employment, wage, and other economic trends.

The Long and Short of the US Economy and Political Environment
John will candidly discuss the state of politics in the U.S. today and opine where things are headed. He will discuss the public policy agenda in Washington for 2018 and what voters and investors should expect in terms of accomplishments. Washington is on the minds of investors all over – both individual and institutional – and John will try to interpret Washington activities in an unbiased way so that investors can properly align their expectations.

Come listen and learn about the new Credit Card Handling Handbook and how you can ensure proper handling and safeguarding of credit card information as it relates to spending units and point-of-sale transactions. Also hear about standard requirements of the Cash Receipts Handbook that will enable state agencies to effectively manage their revenue deposits. Review proper internal controls pertaining to an agency’s environment to ensure a more accurate and secure receiving, receipting and processing of moneys.

Combatting Fraudsters of the Wild West
In the Wild, Wild West, bad guys found ways to lie, cheat, and steal for their day’s keep. In today’s technological world, these criminals continue to do much of the same but through much different means. Fraudsters use sophisticated syndicates to find ways to obtain and use stolen data to perform fraudulent activities. This has taken many forms across both the Card Present and Card Not Present commerce channels. Presenter Clint Cady will cover how the payments industry has been affected by the sharp increase in fraud over the past few years while outlining both successful and challenging approaches to combatting fraud. The presentation will cover topics such as Europay MasterCard Visa (EMV), Encryption & Tokenization, Fraud Controls such as AVS, CVV, Device Fingerprinting and other tools that the good guys are using to keep pace with the fast-paced evolving fraudster. Lastly, Clint will field questions from the audience.

A PCI Roundup: The History, the SAQ, General Groupings and Reducing Scope
This session will provide a brief overview of how and why the Payment Card Industry Data Security Standards (PCIDSS) and the Payment Card Industry Security Standards Council (PCISSC) came into existence. Join the roundup for a discussion on the most common types of Self-Assessment Questionnaires (SAQs) and how to determine applicability. Finally, attendees will hear about ways to reduce PCI related workloads by reducing scope and grouping like-payment processes together under a single SAQ.

Stampeding Through ACH
The payments landscape is changing more rapidly than any other time in memory. The ride has changed from a more casual trail ride to a large stampede. This session will highlight some key trends and developments on the ACH trail, as well as look at some new breeds of horses on the payments range. The ACH trails used by the State Treasurer’s Office that will help agencies stay up-to-date with current processes. We will also discuss some fraud related dangers along the trail and how to mitigate them.

These days we all realize that the internet is “a dangerous place”, but why is that? Who makes it so? This session will provide some information about the malicious activity on the internet, who is involved, and why they are doing it. Understanding these issues can provide some insight into ways to better protect yourself from these rascally wranglers.

The Long Arm of the Law: Stay in Reach with a Legal Update and State Treasury Contracts
This session will provide attendees with an update on the recent changes in West Virginia law, highlighting certain changes made during the 2018 legislative session. The focus will be on the West Virginia Code and the provisions applicable to the West Virginia State Treasurer’s Office, state agencies, and political subdivisions. The changes discussed will include a discussion of how these provisions and recent revisions affect interactions between other state entities and the State Treasurer’s Office. In addition, this session will discuss contracts managed by the State Treasurer’s Office usable by other state agencies.

Sharpen Your Spurs: Ways to Better your Agency with Best Practices
Give your spurs a rest, sit back and hear about how the WV State Fire Commission’s office enhanced their business processes by implementing multiple payment solutions. Also learn how these services, such as lockbox and E-Government, provided through the State Treasurer’s Office, assisted in meeting their internal control policies and created best payment handling practices. This is a chance for your agency to hear how these payment services can assist in effective and efficient receipts.

Hit the Gold Bonanza with wvOasis Budget
Bonanza! In this course, students learn how budget types, Chart of Account elements, and budget components work together to create and manage centralized and decentralized budgets. Activities provide hands-on experience in creating and maintaining budget lines, transferring budget or revenue authorities, and using budget inquiries.

Be the Ace in the Hole with Payment Terminals
This session will give an in depth view of the State of West Virginia’s merchant services program, options for card present transactions and payment terminals. Attendees will experience discussions and demonstrations of how equipment available to your agency on the current merchant services contract functions, plus, how to properly dispose of your obsolete equipment in accordance with State guidelines. We will also include discussions on other popular card present issues such as EMV, encryption solutions, virtual terminals, and proper steps to take if your agency has questions surrounding any processes relating to the acceptance of credit cards.

Saddle up to Online Payments: Getting the Most out of Your Payment Processing
This session will guide you through the process of enabling online Electronic Government (E-Government) transactions for your agency. Attendees give their saddles a rest and learn how to identify potential projects that would be well suited to move into the online realm, the process of starting those projects, and understand the lifecycle of the overall project. This session will include representatives from the West Virginia State Treasurer’s Office and the official statewide ePortal provider, West Virginia Interactive, who will help agencies navigate through the state guidelines and regulations.

Roaming the Prairie of Outside Bank Accounts and Imprest Funds
You won’t have to roam the Wild West too long! Those on the pilgrimage in this session will be provided an explanation of outside bank accounts and imprest funds. Attendees will learn the difference between a state and outside bank account and help ensure proper deposit of funds in relation to WV Code. Also, hear about the process of obtaining and managing an imprest fund, the audit process and how to make modifications to imprest funds that already exist.
